2026 Professional Engineers Day: History and Evolution of the PE License
Every year on National Professional Engineer (PE) Day, engineering firms across the country celebrate the dedicated individuals who hold the PE license. At Affiliated Engineers, Inc. The History of the PE License: From the Wild West to Modern Standards
Engineering has existed for millennia, but formal state licensure is a relatively modern invention. Before the early 20th century, anyone in the United States could claim to be an engineer without proving technical competence.
According to the National Society of Professional Engineers (NSPE), professional licensure was born out of necessity in 1907 in Wyoming:
1907 — The First Law: Wyoming State Engineer Clarence Johnston confronted widespread property line and water resource inaccuracies caused by unqualified land claimers. He drafted the nation's first engineering registration law, signed into effect in 1907. Charles Bellamy became the first licensed PE in U.S. history.
1920s — National Reciprocity & NCEES: As other states enacted their own licensing laws, engineers struggled to practice across state lines. In 1920, state boards formed what is now the National Council of Examiners for Engineering and Surveying (NCEES) to coordinate uniform guidelines.
1934 — Formation of NSPE: Founded by David Steinman, PE, NSPE was established to protect the ethical, legislative, and professional interests of licensed engineers nationwide.
1947 — Nationwide Coverage: Montana became the final state to enact engineering licensure laws, establishing a complete regulatory framework across all 50 states.
Over the past century, the license has continually evolved, moving from paper examinations to computer-based testing and incorporating modern requirements for continuing education and sustainable technology practices. Today, NCEES administers more than 20 PE examinations across a broad range of engineering disciplines, while individual state and territorial licensing boards establish licensure requirements.

At its core, the primary purpose of the PE license is simple: to safeguard public health, safety, and welfare.
In intricate building systems, healthcare facilities, research labs, central utility infrastructure, and more mission-critical spaces, engineering decisions carry real-world consequences. Earning a PE license demonstrates that an engineer has met rigorous legal, technical, and ethical benchmarks.

“If engineers are looking for motivation to take their PE exam, think about this: most individuals do not see a doctor who does not have their M.D. Why should clients hire an engineer without their PE? Why is professional licensure important to the future of the engineering profession?
"Professional licensure is one of the foundations of the public's trust in the engineering profession. What accomplishment or moment in your engineering career has made you most proud since becoming a PE?
"As an engineer, I have the honor of directly impacting people's lives and our environment every day. Walking through the buildings I design and sharing them with my children is deeply rewarding. However, the most humbling moment was being recognized as an expert and invited to join the adjunct faculty at the University of Houston's College of Architecture to help educate the next generation of professionals.
